· Description:
This course examines the planning and management of public investments and projects at theoretical and practical level. The main objective of the course is the understanding of the nature and context of the public developmental planning as a basic mean for the management and implementation of the public investments and projects in Greece.
· Prerequisites:
Basic macroeconomic terms (public expenditure, public investment, public planning, economic growth, development, etc).
· Module Contents (Syllabus):
The main topics covered are the following:
Public expenditures and investments: Terminology and main theoretical approaches. Public investments in Greece. The budget of public investments. State aid and public services. The state’s programming for the public investments and projects: programs, objectives and means, developmental strategy, financial framework, public bodies, managing authorities, etc. Management and implementation of public investments and projects: Preparation, eligibility criteria, beneficiaries, technical datasheets, implementation process. Case studies.

· Teaching Methods:
Teaching is based on lectures using modern teaching equipment (laptop and projector for slides presentation in PowerPoint format, case studies and thematic maps, etc). Students expected to participate in discussion about the issues of the course and the case studies. Especially the presentation of case studies of selected Greek public projects enables students to fully understand the processes, methods and techniques of the management and implementation of public programs and projects.
· Assessment Methods:
The assessment methods of the course are the following:
A. WRITTEN EXAMINATIONS (50% OF THE FINAL DEGREE)
Students expected to participate in the written examinations at the end of the semester, answering in a few questions regarding the topics of the course.
B. ESSAY (50% OF THE FINAL DEGREE)
Students expected to write an essay of 2,500 words (indicatively) during the course of the semester, according to a given bibliography.

The main learning outcomes of the course are expected to be the following:
Understanding the contemporary theoretical approaches for public investments.
Understanding the planning practice for public investments in Greece.
Critically analyzing the content of the development strategy in Greece, at national and regional level.
Understanding the methodological framework of the management of public programs and projects.
Finally, the presentation of case studies of selected Greek public projects enables students to fully understand the processes, methods and techniques of the management and implementation of public programs and projects.
